Office fit-out cost Toronto — what actually drives the number
A Toronto office fit-out is not the same job as renovating the floor you already occupy. The landlord hands over a plate in a defined condition, a TI allowance is agreed, and the rest has to be built before staff move in. That starting point — not the paint colour — is what sets the number.
This guide is about new and turnover office fit-outs in Toronto: Financial District and Bay–King tower plates, midtown Yonge–Eglinton and St. Clair suites, King West and Liberty Village converted stock, and North York corporate parks off Sheppard and Don Mills. If the floor is already yours and you are refreshing or reworking it, office renovation cost in Toronto is the companion piece. For the regional tenant-improvement picture, see commercial tenant fit-out cost in the GTA and commercial interior fit-out cost in the GTA. Schedule pressure without the cost angle is covered in office fit-out timelines in the GTA.
You will not find dollars per square foot here. A per-square-foot table that pretends a Bay Street tower plate and a North York park suite are the same job is marketing, not a tender. What follows is what we actually price against.
This is educational and general in nature — not legal, lease or insurance advice.
Office fit-out cost Toronto starts from turnover, not a refresh
Office fit-out cost in Toronto starts from the plate the landlord hands over, not from a floor the tenant already occupies. A TI allowance is agreed, and the rest has to be built before staff move in. Mixing a fit-out with an occupied renovation on one tender is how two prices show up for the same square footage.
- Office fit-out / tenant improvement. Landlord turnover or bare shell. Scope is written against the turnover condition and the allowance. The opening date is usually fixed by the lease.
- Office renovation. You already occupy (or control) the floor. Occupied phasing, staff moves and how far the strip-out runs dominate — covered in the Toronto office renovation cost guide.
Mixing the two on a tender is how numbers diverge by a factor of two for "the same" square footage.
Driver one: the landlord's turnover condition
The plate you inherit matters more than the finish schedule.
- Warm shell / improved turnover. Base-building washrooms, a distributed HVAC grid, power and data pathways already in — the fit-out is mostly partitions, ceilings, millwork and finishes.
- Cold shell / bare. Capped stacks, minimal distribution, washrooms not in the suite. MEP redistribution and base-building tie-ins move to the critical path.
- As-is with prior tenant layout. The last tenant's partitions and ceilings are still there. Interior demolition in Toronto clears them first; on pre-1990 stock a designated substances survey may put asbestos abatement in Toronto ahead of set-out.
We write the TI allowance against that condition so landlord scope and tenant extras are separated before the first delivery is booked — not discovered in a change order.
Driver two: the TI allowance split
Downtown and midtown landlords rarely fund the whole plate. The allowance covers a defined package; everything past that is tenant cost. Pricing without that split on paper is guessing. A King West floor handed over with base-building washrooms and a full grid prices very differently from a midtown suite handed over bare with the same "allowance" headline number.
Driver three: the building's rules (freight, dock, hours)
Toronto towers set the rhythm of the fit-out:
- One booked freight elevator window a day
- A dock slot measured in hours
- Protected lobby routes and masonite
- Noise hours that push coring and demolition into evenings
- Approved-contractor lists on life safety and base-building systems
Sheet sizes, millwork sections and equipment have to be planned around the elevator before they are ordered. A fit-out priced on daytime grade access and then pushed into after-hours tower rules is exactly where tenants meet change orders. That is the gap versus most Peel jobs — see how we run commercial interior fit-out in Toronto versus Mississauga.
Driver four: long-lead items against a lease date
The opening date is usually fixed before the drawings are finished. What threatens it:
- Reception and feature millwork (shop drawings + fabrication weeks)
- Glazed fronts and demountable partitions
- Specified lighting and single-source flooring
- Kitchenette / pantry casework
- Landlord design review and base-building shutdown windows
- City of Toronto inspection bookings on a phased plate
Order long leads when the layout is frozen. If the lease commencement does not move, say so at tender — that is when substitutions still have leverage. We build the schedule backwards from the date and flag genuine risk while there is still time to change something.
Driver five: MEP coordination (coordinated under one contract, still on the number)
Partitions and ceilings are ours — drywall and framing in Toronto is handled on the same contract. Mechanical, electrical, plumbing and sprinkler are coordinated to the reflected ceiling plan. The cost swing is rarely the board; it is duct and head drops that force ceiling rework, panels that cannot energise until the wall is boarded, and sprinkler that must land before T-bar. Those interfaces belong in the tender sequence, not as daywork.
Driver six: inspections and landlord approvals
Approved-contractor status, insurance certificates, hot-work permits, elevator and dock bookings, and design reviews all sit on the critical path downtown. We carry WSIB and insurance documentation, which clears most Toronto buildings — but the paperwork cycle itself takes calendar time and belongs in the programme before anyone promises move-in.
Where tenants quietly save money
- Get the turnover condition and TI manual with the drawings
- Separate landlord allowance lines from tenant extras on paper before mobilising
- Freeze the layout before millwork shop drawings
- Bundle strip-out (if needed) and fit-out on one contract so the gap between two companies does not idle the floor
- Have the designated substances survey before tender on older downtown or midtown stock
- Price the building's hours and freight rules from day one — do not assume daytime access
What to send for a real Toronto office fit-out number
- Address, floor and building (tower / campus name if it has one)
- Landlord turnover condition and TI allowance / TI manual if you have them
- Drawings or a clear scope — warm shell, cold shell, or as-is with strip-out
- Target lease / opening date
- Building rules package (hours, freight, approved trades, insurance)
- Designated substances survey status on older stock
That is enough to price fixed scope rather than quote a decorative range.

Frequently asked questions
Why won't you publish a cost per square foot for office fit-out in Toronto?
Because the largest drivers — landlord turnover condition, TI allowance split, and the building's freight, dock and work-hour rules — swing the number more than the finish schedule. A per-square-foot figure that covers a warm-shell Bay–King plate and a bare midtown suite is too wide to plan against.
How is office fit-out cost different from office renovation cost in Toronto?
Fit-out / tenant improvement starts from a landlord turnover or shell and is priced against an allowance and an opening date. Renovation assumes you already control the floor, so occupied phasing and strip-out depth dominate. They are companions, not duplicates — see our Toronto office renovation cost guide for the occupied-floor case.
Can you price to a landlord TI allowance?
Yes, and downtown it is the usual ask. We price against the turnover condition so landlord scope and tenant extras are written down before mobilisation. The same headline allowance on a warm shell versus a cold shell is not the same job.
Why does a downtown tower fit-out cost more than the same area in Mississauga?
Access and building rules. Peel jobs often have grade or dock access. A Financial District or midtown plate shares a freight cab and a dock window, pushes loud work after hours, and protects lobby paths on every delivery. Identical partitions, different building.
What usually delays a Toronto office fit-out?
Long-lead millwork and glazed fronts, shop-drawing approvals, freight elevator windows, landlord design reviews, and inspection bookings — rarely the framing and drywall once those are sequenced.
Do you handle the fit-out on the same contract?
we handle framing, drywall and ceilings, with mechanical, electrical, plumbing and sprinkler coordinated around that sequence, on one contract with one senior supervisor.
What do you need to quote a Toronto office fit-out?
Address and floor, turnover condition and TI allowance if you have them, drawings or a clear scope, the opening date, the building's rules package, and designated substances survey status on older stock.
How is this different from your GTA fit-out cost guides?
Those cover regional TI and interior fit-out drivers across the GTA. This guide is Toronto office-plate specific — tower and midtown logistics, landlord turnover condition, and lease-driven opening dates on Financial District, King West, midtown and North York floors.
